Grants
Waste Commission of Scott County provides grants for educational institutions, local non-profit organizations and community groups and member communities of our 28E agreement.
The Commission has an active Environmental Management System (EMS), certified by Iowa DNR, which stresses continuous improvement in areas of: recycling, household hazardous materials, organics, water quality, greenhouse gas reduction, and environmental education.
Grant applications are reviewed on an ongoing basis by an internal review committee. Award winners will be notified within 30 days of the receipt of the application.
Each school in Scott County is eligible for up to $500 in any 12-month period.
EDUCATIONAL INSTITUTION GUIDELINES
This grant program provides local educational institutions the opportunity to provide additional projects, programs, events, curriculum and education on topics that relate to the Commission’s mission.
Each quarter, a portion of the fees retained locally for waste reduction and recycling programs are set aside to fund this grant program. The amount available is dependent upon that quarter’s revenue. Each school in Scott County is eligible for up to $500 in any 12-month period. Grant requests over $500 will be considered on a limited basis and must include justification for the additional amount requested and matching funds.
Eligibility and Requirements
- Educational institutions must be located in Scott County, Iowa.
- Grant dollars may only be used for campuses and facilities located in Scott County, Iowa.
- Funds are awarded on a reimbursement basis. Applicants must submit their project proposal/plan for review prior to implementation, not after completion.
- Grant recipients are required to complete a one-page final report at the end of their project, outlining the use of their award and documenting outcomes and results, how the project was promoted and the Commission recognized. Award recipients are also encouraged to submit digital photos of the project.
Award Criteria
Applications are judged based on the following criteria:
- Proposed project or activity aligns with Commission’s mission or Environmental Management System (EMS) – 30%
- Sustainability or environmental impact of the activity or project – 20%
- Number of grants already received from the Commission – 10%
- Well-written and detailed project plan – 20%
- Does the Commission receive the trash, recycling, e-waste, hazardous material or other waste from the agency applying – 20%

- Open to non-profits, governments, and community groups within the communities the Commission serves: Bettendorf, Blue Grass, Buffalo, Davenport, Dixon, Donahue, Eldridge, LeClaire, Long Grove, Maysville, McCausland, New Liberty, Panorama Park, Park View, Princeton, Riverdale, Walcott, and unincorporated Scott County. Consideration is also given to non-profits, governments, and community groups located elsewhere that provide services or value to the Scott County community.
Grant dollars may only be used at/for/in facilities, and public and private spaces in Scott County, Iowa. - Grant dollars must benefit Scott County residents or Scott County environment.

28E MEMBER GRANT GUIDELINES
The Waste Commission of Scott County is a 28E intergovernmental agency formed in 1990. Our members include: Bettendorf, Blue Grass, Buffalo, Davenport, Dixon, Donahue, Eldridge, LeClaire, Long Grove, Maysville, McCausland, New Liberty, Panorama Park, Princeton, Riverdale, Walcott, and unincorporated Scott County.
Member Benefits
The benefits the Commission offers our member communities include:
- Filing one comprehensive solid waste management plan for our entire service area, relieving member communities of the responsibility of filing their own
- Managing liability for all solid waste generated in our service area through proper planning and supervision of landfill construction, operation, and management
- Optimizing the life of the Scott Area Landfill by extending its capacity through waste diversion and recycling programs and best landfilling practices
- Providing access to an integrated solid waste management system including recycling, yard waste management, and household hazardous material disposal, which assists members in complying with State recycling mandates
- Developing and distributing public education on proper solid waste management through presentations, tours, publications, paid advertising, collection events, and public relations

In special circumstances, and when grant funding allows, amounts above $2,500 may be provided at the discretion of the Commission.
Funding Categories
We have established the following categories for funding that help to further our mission and the goals of our EMS. Below each category are examples of the types of projects that the Commission would consider funding. This list is not intended to be all-inclusive and all applications will be given consideration.
- Recycling
- Establish a permanent collection or drop-off for materials such as electronic waste, or appliances. Note: the Commission can assist you in determining options for such programs.
- Implement a recycling program at a city-owned facility.
- Environmental Education
- Apply dollars toward disposal costs for spring or fall cleanup days/weeks.
- Gateway signs, community beautification
- Educate residents on recycling, litter, illegal dumping, hazardous material, electronic waste, and other solid waste-related issues
- Purchase items for the community made with recycled materials such as park benches, playground equipment, and trash/recycling receptacles
- Household Hazardous Materials
- Designate drop-off locations in your community for hard-to-handle items such as compact fluorescent light bulbs or fluorescent tubes, which contain mercury. Note: the Commission can assist you in determining options for such programs.
- Organics
- Host a workshop for the community on backyard composting.
- Provide free yard waste collection weeks for residents.
- Apply dollars toward disposal costs at Davenport Compost Facility.
- Water Quality
- Purchase litter cleanup supplies, cigarette butt receptacles, and pet waste stations.
- Provide assistance for residents in constructing rain gardens and other erosion control projects.
- Greenhouse Gas Reduction
- Install programmable thermostats, upgrade to energy-efficient lights, or install motion sensors on lights at city-owned facilities.
Eligibility and Requirements
- Applicants must be a member community in Scott County, Iowa (e.g. City of Buffalo).
- Non-profit groups and schools within the community are eligible for other grants provided by the Commission.
- Waste materials (e.g. garbage, recycling, appliances) from your community should be directed to Commission facilities unless other arrangements have been approved through the Commission’s Executive Director.
- Grant recipients are required to complete a one-page Final Report at the end of their project, outlining the use of their award and documenting outcomes and results, how the project was promoted and the Commission recognized. Award recipients are also encouraged to submit digital photos of the project.
