Legislative Positions

The Commission generally supports the legislative positions of both the Iowa Society of Solid Waste Operations and Iowa Recycling Association. The Commission is a member of both of these state organizations.

“Bottle Bill”
The Commission is in favor of expanding and sustaining Iowa’s Container Deposit Legislation, which helps reduce litter by recovering beverage containers for recycling. Currently, Iowa's bottle bill deposit law covers all carbonated and alcoholic beverages, but does not cover water or other non-carbonated beverage containers. Consumers pay a five-cent deposit when purchasing a beverage container and receive a five-cent refund when returning the container to a store or redemption center.
